Dr. Martin Brown is the Senior Vice President and Business Unit Leader for Public Safety at CGI, a role he assumed in 2025. With over 28 years of experience in the technology and consulting sectors, Martin is a strategic, results-driven leader recognized for his ability to deliver complex, high-value programmes across highly regulated environments.
Martin brings to the Public Safety business a distinguished track record in sector leadership, operational excellence, and client-centric growth. Prior to his current role, he led CGI’s Smart Metering Sector, delivering national-scale programmes for the UK’s smart energy infrastructure. Under his leadership, CGI supported the installation of over 33 million smart meters and achieved sustained profitability through a multi-year growth strategy and strong executive-level client engagement. His leadership helped CGI earn a Personal Impact Award and a client satisfaction score of 9.74 out of 10.
Martin is known for driving innovation, fostering trusted partnerships, and cultivating high-performing, diverse teams. He has championed the establishment of advanced delivery capabilities such as CGI’s Agile Digital Services Practice and a TMMi Level 5-certified Test Factory—one of only three in the UK.
His extensive career includes successful leadership across the energy and utilities sectors, including major programmes in smart metering, trading systems, billing platforms, and integration hubs. He has delivered work for top-tier energy suppliers and national infrastructure initiatives, often involving multi-country, multidisciplinary teams and cutting-edge technologies.
Martin holds a D.Phil. in High Voltage Electrical Engineering and a BA (Hons.) in Physics from the University of Oxford. He is passionate about talent development, DE&I, and aligning teams with strategic objectives to create long-term value for clients and communities.
